Narrative:

At FL350, north of den, we received a call from ZDV controller to turn right (north) 40 degrees. Apparently, an executive jet had started a descent from FL370 that would have conflicted with us at FL350. TCASII was operational at the time and his lowest altitude observed was FL363 and several mi south and would have passed off our left by a wide margin. Unfortunately, the controller's first call to us was blocked and he was very anxious when he did get our attention. I thought he was mad at us for not answering his first call. This report is only intended to set the facts correct as I saw them.

Title: ARTCC RADAR CTLR, UNABLE TO ESTABLISH RADIO CONTACT WITH CPR JET IN AN UNAUTH DSCNT, ISSUES AN URGENT AVOIDANCE MANEUVER TO ACR X WITH A TURN OFF COURSE.

Narrative: AT FL350, N OF DEN, WE RECEIVED A CALL FROM ZDV CTLR TO TURN R (N) 40 DEGS. APPARENTLY, AN EXECUTIVE JET HAD STARTED A DSCNT FROM FL370 THAT WOULD HAVE CONFLICTED WITH US AT FL350. TCASII WAS OPERATIONAL AT THE TIME AND HIS LOWEST ALT OBSERVED WAS FL363 AND SEVERAL MI S AND WOULD HAVE PASSED OFF OUR L BY A WIDE MARGIN. UNFORTUNATELY, THE CTLR'S FIRST CALL TO US WAS BLOCKED AND HE WAS VERY ANXIOUS WHEN HE DID GET OUR ATTN. I THOUGHT HE WAS MAD AT US FOR NOT ANSWERING HIS FIRST CALL. THIS RPT IS ONLY INTENDED TO SET THE FACTS CORRECT AS I SAW THEM.
