Narrative:
I was flying through portland's airspace from west to east at 5600 ft. The controller said I had traffic at 12 O'clock heading to the west and I started looking after turning on my landing light. Approximately 15 seconds later I saw the mooney pass under me by 200 ft and slightly off to my left side. The sun would have been directly in his eyes and I didn't see him because he was under my nose when I was informed of the traffic. I feel the controller should have requested he make his turn sooner or later instead of turning him into my position. A contributing factor may be my encoder was reading almost 300 ft high that day but the controller knew this. I told portland approach that it seemed too close to me but he said the mooney had me visually the whole time. I never saw him until he passed below me.

Title: NMAC BTWN A C150 AND A MOONEY TYPE SMA. OPPOSITE DIRECTION TFC, NEAR SAME ALT TFC.
Narrative: I WAS FLYING THROUGH PORTLAND'S AIRSPACE FROM W TO E AT 5600 FT. THE CTLR SAID I HAD TFC AT 12 O'CLOCK HEADING TO THE W AND I STARTED LOOKING AFTER TURNING ON MY LNDG LIGHT. APPROX 15 SECONDS LATER I SAW THE MOONEY PASS UNDER ME BY 200 FT AND SLIGHTLY OFF TO MY L SIDE. THE SUN WOULD HAVE BEEN DIRECTLY IN HIS EYES AND I DIDN'T SEE HIM BECAUSE HE WAS UNDER MY NOSE WHEN I WAS INFORMED OF THE TFC. I FEEL THE CTLR SHOULD HAVE REQUESTED HE MAKE HIS TURN SOONER OR LATER INSTEAD OF TURNING HIM INTO MY POS. A CONTRIBUTING FACTOR MAY BE MY ENCODER WAS READING ALMOST 300 FT HIGH THAT DAY BUT THE CTLR KNEW THIS. I TOLD PORTLAND APCH THAT IT SEEMED TOO CLOSE TO ME BUT HE SAID THE MOONEY HAD ME VISUALLY THE WHOLE TIME. I NEVER SAW HIM UNTIL HE PASSED BELOW ME.
