Narrative:

WX was severe VMC, night arrival BYP1 for runway 17L. On a vector 240 degrees level 4000 ft at XA52Z, told to head 170 degrees, unusual as track parallel to runway 17L, east of airport at this time. Advised to find a beech at our 2 O'clock, multiple targets as all runway to our west, reported not in sight. XA55Z ATC turned us to 180 degrees, descent 3000 ft, called opposite direction ATR downwind at 4000 ft. Called him in sight at 10 O'clock, approach cleared us visual runway 17L, the beech has us in sight. Unclr of ATR clearance, but later seemed to recall he was to follow us. At XA59Z got TCASII TA, then RA of 1500 FPM climb, due to traffic rolling in low behind, we initiated, tried to call approach, now 8 mi final. Frequency jammed as approach still sorting beech and ATR. Got clear of conflict TCASII. Tried to resume visual, still east of centerline runway 17L trying to join and got second RA, I asked first officer if he could see traffic, it was the ATR that had cut in behind us at 5 O'clock, 1 mi 200 ft below. Again complied with TCASII and I directed first officer flying to go around, still with approach at 6 mi. Advised ATC, they asked our intent. Stated complying was required and at this point completely unstable approach passing through 3000 ft at 6 mi per TCASII leveled at 3000 ft. ATR also went around, reason unknown. The ATR was to have followed us.

ADVISED TO FIND A BEECH AT OUR 2 O'CLOCK, MULTIPLE TARGETS AS ALL RWY TO OUR W, RPTED NOT IN SIGHT. XA55Z ATC TURNED US TO 180 DEGS, DSCNT 3000 FT, CALLED OPPOSITE DIRECTION ATR DOWNWIND AT 4000 FT. CALLED HIM IN SIGHT AT 10 O'CLOCK, APCH CLRED US VISUAL RWY 17L, THE BEECH HAS US IN SIGHT. UNCLR OF ATR CLRNC, BUT LATER SEEMED TO RECALL HE WAS TO FOLLOW US. AT XA59Z GOT TCASII TA, THEN RA OF 1500 FPM CLB, DUE TO TFC ROLLING IN LOW BEHIND, WE INITIATED, TRIED TO CALL APCH, NOW 8 MI FINAL. FREQ JAMMED AS APCH STILL SORTING BEECH AND ATR. AGAIN COMPLIED WITH TCASII AND I DIRECTED FO FLYING TO GAR, STILL WITH APCH AT 6 MI. ADVISED ATC, THEY ASKED OUR INTENT. STATED COMPLYING WAS REQUIRED AND AT THIS POINT COMPLETELY UNSTABLE APCH PASSING THROUGH 3000 FT AT 6 MI PER TCASII LEVELED AT 3000 FT. ATR ALSO WENT AROUND, REASON UNKNOWN. THE ATR WAS TO HAVE FOLLOWED US.
