Narrative:
ATC facility: las americas departure. Location: 351 degree radial off cdo VOR. On departure from sdq we were given the kodix 2 departure. We were given takeoff clearance from runway 17 with apparently no other departure instructions. The kodix 2 states after takeoff to make a left turn to intercept 351 degree radial off cdo. Once established on the 351 degree radial departure informed us that tower instructed us to fly runway heading for which none of the 3 pilots in our cockpit heard. The clearance that we all agreed was just simply runway 17, cleared for takeoff. We thought it was strange that we were on departure control before anyone said a thing to us. Las americas tower does have a very poor command of the english language which was probably the reason for the miscom if there was one!

Title: B727 ALLEGED HEADING TRACK POS DEV IN AN EARLY TURN FROM SDQ ARPT, FOREIGN AIRSPACE.
Narrative: ATC FACILITY: LAS AMERICAS DEP. LOCATION: 351 DEG RADIAL OFF CDO VOR. ON DEP FROM SDQ WE WERE GIVEN THE KODIX 2 DEP. WE WERE GIVEN TKOF CLRNC FROM RWY 17 WITH APPARENTLY NO OTHER DEP INSTRUCTIONS. THE KODIX 2 STATES AFTER TKOF TO MAKE A L TURN TO INTERCEPT 351 DEG RADIAL OFF CDO. ONCE ESTABLISHED ON THE 351 DEG RADIAL DEP INFORMED US THAT TWR INSTRUCTED US TO FLY RWY HEADING FOR WHICH NONE OF THE 3 PLTS IN OUR COCKPIT HEARD. THE CLRNC THAT WE ALL AGREED WAS JUST SIMPLY RWY 17, CLRED FOR TKOF. WE THOUGHT IT WAS STRANGE THAT WE WERE ON DEP CTL BEFORE ANYONE SAID A THING TO US. LAS AMERICAS TWR DOES HAVE A VERY POOR COMMAND OF THE ENGLISH LANGUAGE WHICH WAS PROBABLY THE REASON FOR THE MISCOM IF THERE WAS ONE!
