Narrative:
Air carrier X aircraft was sbound on J186. Mlt Y was assigned buckeye MOA 5000 B50000. Mlt Y was observed leaving the lateral airspace by buckeye MOA (spillout) and climbing from FL260. ZID controller stopped military aircraft (mlt Y) at FL270 (air carrier X was at FL280) and told him to return to the confines of the MOA. Air carrier X aircraft responded to a TCASII RA with the military aircraft. Military aircraft came within 1000 ft and 3 mi of the air carrier X aircraft.

Title: ARTCC RADAR CTLR OBSERVED A MLT DEPART THE LATERAL LIMITS OF AN MOA AND STOPPED HIS CLB, BUT NOT BEFORE SEPARATION WAS LOST WITH AN ACR MLG ON A NEARBY AIRWAY. THE ACR MLG RESPONDED TO A TCASII RA.
