Narrative:
While holding over gcn VOR for an approach, I was cleared from the holding pattern for the ILS-DME runway 3. Without a transition route from the holding pattern to the ILS, I asked the controller if I will be receiving vectors for the ILS. He said 'no, you are cleared for the approach and can do what you want to get yourself on the final approach course.' I continued the outbound leg of the hold (which was opposite of the inbound course of the ILS), and came around on the ILS and landed safely. My concern was the non standard clearance by ATC. Also, upon return home, I was told the flight was a revenue flight. My copilot was not far 135 qualified. An FAA inspector on site stated that he believes this was simply a misunderstanding between company management and the pilots. He stated there would be no further action due to the confusion and due to the honesty of the pilots.

Title: ATX FLT FOR HIRE IN A LTT BUSINESS JET OPERATED WITHOUT A QUALIFIED REQUIRED FO. PIC WAS MADE AWARE OF THE FOR HIRE FLT AFTER RETURNING. FAA INSPECTOR ON SITE SAID OK DUE TO MISUNDERSTANDING. CAPT QUESTIONED ATC ON TRANSITION RTE FOR ILS APCH AFTER BEING CLRED. ATC SAID 'NO PROB, YOU CAN DO WHAT YOU WANT!'
Narrative: WHILE HOLDING OVER GCN VOR FOR AN APCH, I WAS CLRED FROM THE HOLDING PATTERN FOR THE ILS-DME RWY 3. WITHOUT A TRANSITION RTE FROM THE HOLDING PATTERN TO THE ILS, I ASKED THE CTLR IF I WILL BE RECEIVING VECTORS FOR THE ILS. HE SAID 'NO, YOU ARE CLRED FOR THE APCH AND CAN DO WHAT YOU WANT TO GET YOURSELF ON THE FINAL APCH COURSE.' I CONTINUED THE OUTBOUND LEG OF THE HOLD (WHICH WAS OPPOSITE OF THE INBOUND COURSE OF THE ILS), AND CAME AROUND ON THE ILS AND LANDED SAFELY. MY CONCERN WAS THE NON STANDARD CLRNC BY ATC. ALSO, UPON RETURN HOME, I WAS TOLD THE FLT WAS A REVENUE FLT. MY COPLT WAS NOT FAR 135 QUALIFIED. AN FAA INSPECTOR ON SITE STATED THAT HE BELIEVES THIS WAS SIMPLY A MISUNDERSTANDING BTWN COMPANY MGMNT AND THE PLTS. HE STATED THERE WOULD BE NO FURTHER ACTION DUE TO THE CONFUSION AND DUE TO THE HONESTY OF THE PLTS.
