Narrative:

On takeoff from slc on feb/sun/97, at XA42Z while climbing to 16000 ft, turning to a heading of 100 degrees to intercept 117 degrees outbound, we received a radio frequency change, all happening at the same time while hand-flying the aircraft. We went to 16400 ft then immediately went back to 16000 ft. Possibly give radio frequency change earlier during the departure procedure and clear to higher altitude as soon as possible.
