Narrative:

Location: on descent of the arrival approach into washington, somewhere around kessel VOR, at FL250 as stated by the captain. As the first officer on this flight, I do not know the details of RA occurrence on the TCASII. I was out of the cockpit during the time of the event, using the lavatory prior to the descent. When I came back into the cockpit, the captain had mentioned that he had begun the descent per ATC instructions and during the level off, or thereabouts, he got an RA warning on the TCASII. He stated the other aircraft was 4000 ft below us, but he got the warning anyway. Since I was not in the cockpit during that specific moment, I cannot state any further details.

Title: SUPER MD80 IN DSCNT TO FL250 ENCOUNTERS TCASII RA, TFC 4000 FT BELOW. FO, RPTR, WAS OUT OF THE COCKPIT DURING THE EVENT AND DID NOT OBSERVE THE OCCURRENCE.

Narrative: LOCATION: ON DSCNT OF THE ARR APCH INTO WASHINGTON, SOMEWHERE AROUND KESSEL VOR, AT FL250 AS STATED BY THE CAPT. AS THE FO ON THIS FLT, I DO NOT KNOW THE DETAILS OF RA OCCURRENCE ON THE TCASII. I WAS OUT OF THE COCKPIT DURING THE TIME OF THE EVENT, USING THE LAVATORY PRIOR TO THE DSCNT. WHEN I CAME BACK INTO THE COCKPIT, THE CAPT HAD MENTIONED THAT HE HAD BEGUN THE DSCNT PER ATC INSTRUCTIONS AND DURING THE LEVEL OFF, OR THEREABOUTS, HE GOT AN RA WARNING ON THE TCASII. HE STATED THE OTHER ACFT WAS 4000 FT BELOW US, BUT HE GOT THE WARNING ANYWAY. SINCE I WAS NOT IN THE COCKPIT DURING THAT SPECIFIC MOMENT, I CANNOT STATE ANY FURTHER DETAILS.
