Narrative:

Air carrier X departed cle J29 to iah. Air carrier X checked in out of 18900 ft climbing to FL280. Air carrier Y was nebound at FL240. We noticed they were traffic for each other. We asked air carrier X's rate of climb, he responded 1500 FPM. We assigned 1500 FPM through FL250. He said up at FL250, but his rate of climb was 1200 FPM for 40 seconds then dropped to 600 FPM. Turns were issued but separation was lost. After the operational error I asked the pilot if he maintained 1500 FPM to FL250, he said yes. But darc showed he was never close to 1500 FPM.

Title: AN ACR IS ASKED TO CONTINUE A 1500 FPM CLB RATE THROUGH FL250 DUE TO TFC AT FL240. THE PLT INDICATED HIS CLB RATE WOULD REMAIN AT 1500 FPM, BUT SHORTLY THEREAFTER, IT BEGAN TO DROP OFF CAUSING A CONFLICT WITH THE OTHER ACR AT FL240. THE CTLR CLAIMS THAT COMPUTER DATA INFO INDICATED THAT THE PLT WAS NEVER CLOSE TO THAT CLB RATE.

Narrative: ACR X DEPARTED CLE J29 TO IAH. ACR X CHKED IN OUT OF 18900 FT CLBING TO FL280. ACR Y WAS NEBOUND AT FL240. WE NOTICED THEY WERE TFC FOR EACH OTHER. WE ASKED ACR X'S RATE OF CLB, HE RESPONDED 1500 FPM. WE ASSIGNED 1500 FPM THROUGH FL250. HE SAID UP AT FL250, BUT HIS RATE OF CLB WAS 1200 FPM FOR 40 SECONDS THEN DROPPED TO 600 FPM. TURNS WERE ISSUED BUT SEPARATION WAS LOST. AFTER THE OPERROR I ASKED THE PLT IF HE MAINTAINED 1500 FPM TO FL250, HE SAID YES. BUT DARC SHOWED HE WAS NEVER CLOSE TO 1500 FPM.
