Narrative:
I was prepared for and cleared for a straight-in VOR approach to runway 23 at dsm. I didn't break out until over the airport and requested to circle (still at circling altitude) but I botched the request. I wanted the long runway 13L/31R and said runway 31L and accepted the clearance to land there. It was only 3000 ft long and though I approached at the correct airspeed, I didn't bleed off from 106 KTS to a vref of 95 KTS due to icing and a lower than normal glide path. So then I landed 700 to 800 ft down the runway and though I used maximum braking, I slid off the end of the runway, one plane length. I didn't get stuck and no damage was done, but I wish the controller had reminded me of the ice on the runway. I briefed myself for an approach to a long runway then accidentally switched, spur of the moment, to a short runway. Bad choice, my choice, but the controller could've saved me. He did have plenty of time at that time in the morning. He doesn't need to be burdened with regulations, but maybe an encouragement to help me.
