Narrative:
Flew a procedure (ILS) to runway 8 at cwa just outside the OM. ZMP gave us a handoff to cwa tower. We checked in with them, were advised to report the OM and that the tower would probably close before we arrived. Reported the marker inbound to the tower, and they reported that they were closing the tower. We discussed briefly with them airport lighting that was on, and whether we now had control with pilot controled lighting. After landing we were given a report over tower frequency that the braking action in places was poor on the txwys. We taxied in and parked, never going back to ZMP to cancel our IFR flight plan. Another carrier's ground personnel cancelled for us with ZMP. Having talked with the tower and then receiving the braking action report after touchdown, neither of us thought about canceling. In hindsight the tower did officially close but our mindset was situation normal for a tower controled airport. Having the tower close while the aircraft is between the OM and touchdown is a very unique situation.

Title: ATR42 FLC ON INST APCH TOLD THAT TWR IS CLOSING AFTER THEY HAVE RPTED THE OM. TWR DOES CONVEY TXWY CONDITIONS TO THE FLC, BUT THEY DO NOT CLOSE THE IFR FLT PLAN.
Narrative: FLEW A PROC (ILS) TO RWY 8 AT CWA JUST OUTSIDE THE OM. ZMP GAVE US A HDOF TO CWA TWR. WE CHKED IN WITH THEM, WERE ADVISED TO RPT THE OM AND THAT THE TWR WOULD PROBABLY CLOSE BEFORE WE ARRIVED. RPTED THE MARKER INBOUND TO THE TWR, AND THEY RPTED THAT THEY WERE CLOSING THE TWR. WE DISCUSSED BRIEFLY WITH THEM ARPT LIGHTING THAT WAS ON, AND WHETHER WE NOW HAD CTL WITH PLT CTLED LIGHTING. AFTER LNDG WE WERE GIVEN A RPT OVER TWR FREQ THAT THE BRAKING ACTION IN PLACES WAS POOR ON THE TXWYS. WE TAXIED IN AND PARKED, NEVER GOING BACK TO ZMP TO CANCEL OUR IFR FLT PLAN. ANOTHER CARRIER'S GND PERSONNEL CANCELLED FOR US WITH ZMP. HAVING TALKED WITH THE TWR AND THEN RECEIVING THE BRAKING ACTION RPT AFTER TOUCHDOWN, NEITHER OF US THOUGHT ABOUT CANCELING. IN HINDSIGHT THE TWR DID OFFICIALLY CLOSE BUT OUR MINDSET WAS SIT NORMAL FOR A TWR CTLED ARPT. HAVING THE TWR CLOSE WHILE THE ACFT IS BTWN THE OM AND TOUCHDOWN IS A VERY UNIQUE SIT.
