Narrative:
#1 flight attendant advised me that a mr X was smoking in one of our lavatories in flight. The #1 flight attendant noticed smoke in the lavatory and mr Y will serve as the witness the no smoking sign was on. He refused to give us his address or identify so I had the auths meet the aircraft. His traveling partner, mr Z, left his seat on the ground with the seatbelt sign on while the aircraft was in motion and refused numerous requests by the flight attendants to take his seat. I finally made a PA instructing him to be seated and he complied. Both mr X and mr Z seemed to be intoxicated and both were very, very uncooperative with the captain and the #1 flight attendant. Had the police not been here to meet us, we would have been unable to obtain their idents.
