Narrative:
As I was taxiing out from victoria harbor, a helijet was cleared inbound on an IFR approach. After a few mins, the helijet canceled IFR. After he canceled IFR, I took off. The FSS advised me of his position (inbound via beacon hill) and also advised the helijet of my position (taking off sebound for seattle). During climb out, I heard the helijet report beacon hill. I altered my flight path to avoid that area because I did not have him in sight. The near miss occurred nowhere near his last reported position and he was not where I expected to see him. I think what really happened was that he canceled IFR prematurely. As he descended through the clouds he saw me (in VFR conditions), and had to take evasive action. I could not see him or take actions to avoid him because he was flying into and out of clouds on an approach.

Title: AIR TAXI PLT ON TKOF AND ICB HAS NMAC WITH HELIJET DSNDING WHO CANCELED IFR DURING DSCNT.
Narrative: AS I WAS TAXIING OUT FROM VICTORIA HARBOR, A HELIJET WAS CLRED INBOUND ON AN IFR APCH. AFTER A FEW MINS, THE HELIJET CANCELED IFR. AFTER HE CANCELED IFR, I TOOK OFF.
