Narrative:
Problem: learjet canceled IFR. We were given a crossing restr. We descend from 24000 ft to 15000 ft. Descending at 5500 FPM/320 KTS. At 19500 ft we get TCASII TA. We see the learjet at 2 O'clock position and 1 mi. We get an RA and start evasive action. We pass over the top of the lear. Don't know if he saw us. Controller said nothing, but we gave him an ear full. Thank god for TCASII.

Title: A B757-200, DSNDING AT A HIGH RATE OF DSCNT, HAS AN NMAC WITH A LEARJET THAT HAD PREVIOUSLY CANCELED IFR JUST AFTER DSNDING OUT OF CLASS A AIRSPACE EAST OF OTT VOR WITH ZDC, DC.
