Narrative:
Found unlatched access panel during preflight walkaround. As YYY does not have line maintenance, reported this to maintenance controller in XXX maintenance control as required by company procedures. XXX maintenance coordinated to have mechanic at local FBO facility close panel. Mechanic reported that access panel was closed and we pushed back and started taxi. We then received an ACARS message from XXX that we had an open log item requiring action before departure. After a lengthy delay received ACARS information that log item had been cleared and departed. I'm not sure why the entry was made to the electronic log for an unlatched panel, especially without notification to the flight crew. We had no idea that this had been done and company procedures do not provide for notification.

Title: A B737-200 WAS DISPATCHED WITH AN OPEN LOGBOOK ITEM. ACFT RETURNED TO THE GATE FOR THE MAINT RELEASE AND LOGBOOK SIGNOFF, INCURRING A DELAY.
Narrative: FOUND UNLATCHED ACCESS PANEL DURING PREFLT WALKAROUND. AS YYY DOES NOT HAVE LINE MAINT, RPTED THIS TO MAINT CTLR IN XXX MAINT CTL AS REQUIRED BY COMPANY PROCS. XXX MAINT COORDINATED TO HAVE MECH AT LCL FBO FACILITY CLOSE PANEL. MECH RPTED THAT ACCESS PANEL WAS CLOSED AND WE PUSHED BACK AND STARTED TAXI. WE THEN RECEIVED AN ACARS MESSAGE FROM XXX THAT WE HAD AN OPEN LOG ITEM REQUIRING ACTION BEFORE DEP. AFTER A LENGTHY DELAY RECEIVED ACARS INFO THAT LOG ITEM HAD BEEN CLRED AND DEPARTED. I'M NOT SURE WHY THE ENTRY WAS MADE TO THE ELECTRONIC LOG FOR AN UNLATCHED PANEL, ESPECIALLY WITHOUT NOTIFICATION TO THE FLC. WE HAD NO IDEA THAT THIS HAD BEEN DONE AND COMPANY PROCS DO NOT PROVIDE FOR NOTIFICATION.
