Narrative:
I started by taking over from a previous shift with the left engine cowl open. I subsequently checked and adjusted the engine rigging inside the cowling then closed the cowling and ran engine and cleared engine squawk. The problem was a previous shift had checked out the airframe rigging for left engine and opened stub wing panels, left open and did not follow company procedures (write-up). No record of panels being open. Panels are located behind cowling,out of view. After aircraft was released for service aircraft flew revenue passenger from ZZZ-WWW. During flight, panels caused noise and after flight, panels (2) hinged lower stub wing left engine were found open. One was small enough and was closed with no damage. The other was larger and banged around, eventually breaking in half. The cause was someone on a previous shift never recorded opening and leaving open these panels.

Title: A FOKKER 100 WAS DISPATCHED AFTER MAINT WITH THE L STUB WING UPPER AND LOWER ACCESS PANELS NOT SECURED INCURRING DAMAGE TO THE PANELS.
Narrative: I STARTED BY TAKING OVER FROM A PREVIOUS SHIFT WITH THE L ENG COWL OPEN. I SUBSEQUENTLY CHKED AND ADJUSTED THE ENG RIGGING INSIDE THE COWLING THEN CLOSED THE COWLING AND RAN ENG AND CLRED ENG SQUAWK. THE PROB WAS A PREVIOUS SHIFT HAD CHKED OUT THE AIRFRAME RIGGING FOR L ENG AND OPENED STUB WING PANELS, LEFT OPEN AND DID NOT FOLLOW COMPANY PROCS (WRITE-UP). NO RECORD OF PANELS BEING OPEN. PANELS ARE LOCATED BEHIND COWLING,OUT OF VIEW. AFTER ACFT WAS RELEASED FOR SVC ACFT FLEW REVENUE PAX FROM ZZZ-WWW. DURING FLT, PANELS CAUSED NOISE AND AFTER FLT, PANELS (2) HINGED LOWER STUB WING L ENG WERE FOUND OPEN. ONE WAS SMALL ENOUGH AND WAS CLOSED WITH NO DAMAGE. THE OTHER WAS LARGER AND BANGED AROUND, EVENTUALLY BREAKING IN HALF. THE CAUSE WAS SOMEONE ON A PREVIOUS SHIFT NEVER RECORDED OPENING AND LEAVING OPEN THESE PANELS.
