Narrative:

Working open items on a B737-300, the #2 inboard fan cowl was robbed for outstation aircraft. Temporarily installed new fan cowl for engine test run for main engine control replacement. Following successful engine run, permanently installed cowl and the required placards. The aircraft was then returned to service and taxied to the gate for a flight. On the preflight it was discovered that the strake was missing from the fan cowl. The flight was canceled and the strake was installed. On review, found steps were omitted from the maintenance manual procedure for the installation of fan cowl and the strake was not installed.

Title: A B737-300 WAS RELEASED FOR SVC WITH #2 ENG INBOARD FAN COWL STRAKE MISSING.

Narrative: WORKING OPEN ITEMS ON A B737-300, THE #2 INBOARD FAN COWL WAS ROBBED FOR OUTSTATION ACFT. TEMPORARILY INSTALLED NEW FAN COWL FOR ENG TEST RUN FOR MAIN ENG CTL REPLACEMENT. FOLLOWING SUCCESSFUL ENG RUN, PERMANENTLY INSTALLED COWL AND THE REQUIRED PLACARDS. THE ACFT WAS THEN RETURNED TO SVC AND TAXIED TO THE GATE FOR A FLT. ON THE PREFLT IT WAS DISCOVERED THAT THE STRAKE WAS MISSING FROM THE FAN COWL. THE FLT WAS CANCELED AND THE STRAKE WAS INSTALLED. ON REVIEW, FOUND STEPS WERE OMITTED FROM THE MAINT MANUAL PROC FOR THE INSTALLATION OF FAN COWL AND THE STRAKE WAS NOT INSTALLED.
