Narrative:
I was returning to fallbrook air park after practicing lndgs at carlsbad's mcclellan airport (class D) 10-15 mins away. I called fallbrook unicom for an airport advisory when approximately 10 mi to the southeast, announced where I was on a 45 degree bank for left downwind runway 19 fallbrook, and where I was turning left downwind. When I was just short of turning to left base, I heard a man screaming at me over the radio, accusing me of not following procedures. He announced his downwind call just prior to this, but must have been 3/4 down downwind before doing so. I immediately announced my left base call after hearing him make his downwind call in order to make my position as clear as possible. Just as I was turning base, I saw him! He could not have been more than 100 ft away, and was inside the traffic pattern and seemed to be low for his position. As for his downwind call, which again, was made as he was 3/4 down downwind, this was his first call to announce his position! After listening to his false accusations, I simply replied, 'sir, this is the first time I have heard you, and I have been making all my calls.' I am very familiar with this airport and pattern. I learned here. He continued to be rude and then our airport owner came on the radio and stated that she had heard all my calls and recommended that he land and discuss the proper pattern and procedures with her. He came down to the airport with his student. He apparently is a CFI. He would not listen to a word any of the office workers, myself, and a pilot that was just landing upon hearing his (the CFI's) first call and screaming, would have to say. He continued to say he did not hear any of my calls. (Maybe he was on the wrong frequency until announcing his overdue downwind call.) 4 people heard my calls (the 3 office workers and the pilot who was in front of me in the pattern and was just landing when he heard this confrontation on the radio). Before I left the airport, I approached this impenetrable, arrogant pilot to let him know I was very shaken up, his incompetence and failure to comply with procedures almost killed 3 people. He obviously was not going to admit that he was at fault, which is an undesirable trait -- especially for a CFI.

Title: PLT OF SMA ENTERING TFC PATTERN MAKES ALL PROPER POS RPTS BUT IS VERBALLY ACCOSTED BY PLT ALSO ENTERING TFC PATTERN WHO DSNDS AND ENTERS AHEAD OF SHORT APCH.

WHEN I WAS JUST SHORT OF TURNING TO L BASE, I HEARD A MAN SCREAMING AT ME OVER THE RADIO, ACCUSING ME OF NOT FOLLOWING PROCS. HE ANNOUNCED HIS DOWNWIND CALL JUST PRIOR TO THIS, BUT MUST HAVE BEEN 3/4 DOWN DOWNWIND BEFORE DOING SO. I IMMEDIATELY ANNOUNCED MY L BASE CALL AFTER HEARING HIM MAKE HIS DOWNWIND CALL IN ORDER TO MAKE MY POS AS CLR AS POSSIBLE. JUST AS I WAS TURNING BASE, I SAW HIM! HE COULD NOT HAVE BEEN MORE THAN 100 FT AWAY, AND WAS INSIDE THE TFC PATTERN AND SEEMED TO BE LOW FOR HIS POS. AS FOR HIS DOWNWIND CALL, WHICH AGAIN, WAS MADE AS HE WAS 3/4 DOWN DOWNWIND, THIS WAS HIS FIRST CALL TO ANNOUNCE HIS POS! AFTER LISTENING TO HIS FALSE ACCUSATIONS, I SIMPLY REPLIED, 'SIR, THIS IS THE FIRST TIME I HAVE HEARD YOU, AND I HAVE BEEN MAKING ALL MY CALLS.' I AM VERY FAMILIAR WITH THIS ARPT AND PATTERN. I LEARNED HERE. HE CONTINUED TO BE RUDE AND THEN OUR ARPT OWNER CAME ON THE RADIO AND STATED THAT SHE HAD HEARD ALL MY CALLS AND RECOMMENDED THAT HE LAND AND DISCUSS THE PROPER PATTERN AND PROCS WITH HER. HE CAME DOWN TO THE ARPT WITH HIS STUDENT. HE APPARENTLY IS A CFI. HE WOULD NOT LISTEN TO A WORD ANY OF THE OFFICE WORKERS, MYSELF, AND A PLT THAT WAS JUST LNDG UPON HEARING HIS (THE CFI'S) FIRST CALL AND SCREAMING, WOULD HAVE TO SAY. HE CONTINUED TO SAY HE DID NOT HEAR ANY OF MY CALLS. (MAYBE HE WAS ON THE WRONG FREQ UNTIL ANNOUNCING HIS OVERDUE DOWNWIND CALL.) 4 PEOPLE HEARD MY CALLS (THE 3 OFFICE WORKERS AND THE PLT WHO WAS IN FRONT OF ME IN THE PATTERN AND WAS JUST LNDG WHEN HE HEARD THIS CONFRONTATION ON THE RADIO). BEFORE I LEFT THE ARPT, I APCHED THIS IMPENETRABLE, ARROGANT PLT TO LET HIM KNOW I WAS VERY SHAKEN UP, HIS INCOMPETENCE AND FAILURE TO COMPLY WITH PROCS ALMOST KILLED 3 PEOPLE. HE OBVIOUSLY WAS NOT GOING TO ADMIT THAT HE WAS AT FAULT, WHICH IS AN UNDESIRABLE TRAIT -- ESPECIALLY FOR A CFI.
