Narrative:

While flying through joshua's airspace at FL280 en route to el nido VOR, we received a TA on TCASII. We were surprised to see that the intruding aircraft was at our altitude. Within a few seconds the TA changed to an RA and at that moment we established visual contact with what appeared to be a single engine piper malibu. We began a descent as directed by TCASII and advised joshua that we were doing so. We crossed paths with the aircraft, approximately 800 ft below his altitude. Once clear of conflict we advised joshua and began climbing back to FL280. At this point our guess is the controller failed to notify us of the traffic.
