Narrative:
I was cruising on V165 en route to reno at 13000 ft and was atop the clouds. A cloud bank was in front of me looking to extend up to about 15000 ft. I proceeded into the clouds and promptly started to pick up ice, moderate rime. I told center I would like to turn around and hoped to come back out of the clouds. The ice came on too quick, however, and I was not able to hold altitude at 13000 ft and began a descent. This kept me in the clouds, however, and more ice was gathered. Eventually it got to the point where I couldn't even hold off at the MEA of 9500 ft and I was able to hold only 9000 ft en route to redmond, or.

Title: PLT OF A PIPER PA34 WAS UNABLE TO HOLD ASSIGNED ALT DUE TO ACFT ICING RESULTING IN DIVERTING TO THE NEAREST ARPT. THE RPTR COULD NOT EVEN MAINTAIN THE MEA ALT.
