Narrative:

The supervisor told my trainee and me to depart the DH6 off runway 29 while the BE36 was on ILS approach to runway 30L on approximately a 2 mi final. The DH6 was on the upwind while the BE36 was on approximately a 3/4 mi final. The aircraft were within approximately 1 1/2 mi of each other, both IMC. There was no lateral, visual, degrees od divergence or altitude separation being used. This same supervisor in charge dictated to me and my trainee to depart aircraft while another aircraft was inside the OM. He knowingly told us to violate the ILS critical area numerous times during this session. These violations occurred not only with GA aircraft but with acrs as well. After the session on the same day, I talked to the facility manager about what happened. I am unaware of the outcome of that meeting.
