Law enforcement aircraft taking photos of sight of litter violation (fish shelter parts and other trash) left out on ice of frozen lake. (Lake is located adjacent to city of winona.) descended to low altitude over the water (unpopulated) to take photos, but may have inadvertently come within 1000 ft of the populated areas adjacent to the lake.
