Narrative:
Cruising at 1000 ft en route to clw with flight following from pie tower with a squawk code, we decreased our altitude to 600 ft over a semi-populated area which was mixed with ocean inlets and bays. This deviation from our 1000 ft altitude was due to a low bank of clouds ahead of us. As soon as we passed the banks of clouds, we climbed back up to 1000 ft (st petersburg beach area).
