We wanted to advise you of a situation with ucr. This ucr remains open and is of great concern to controllers at ZAU. The original filer has been told by airspace and procedure personnel to 'not expect a reply to this ucr ever.' this is an unacceptable answer to most of us controllers at ZAU. While this is not a pressing matter of great urgency, the incongruity of our 'blue sheet,' and pilot responsibility increases our workload considerably and puts a greater burden on the controller. Note: controllers at surrounding en route and tower facilities have no 'blue sheet' requirement.

NOTE: CTLRS AT SURROUNDING ENRTE AND TWR FACILITIES HAVE NO 'BLUE SHEET' REQUIREMENT.
