Narrative:

Being on final it appeared otter was turning left on taxiway B. I then landed at touchdown point and taxied to the left noticing the otter had turned a complete 180 degree. I was practically off the runway as the otter completed his turn. I was totally and safely in control and felt at no time in way or danger of the other aircraft. At one time there were 4 aircraft in the pattern. I didn't know there was a problem until I got a call from FAA.

Title: C170B PVT PLT LANDED ON RWY WITH ANOTHER ACFT STILL ON THE RWY. RPTR PLT LANDED AND TAXIED OFF WHILE THE OTHER ACFT WAS TURNING ON THE RWY. FAA FOLLOW UP.

Narrative: BEING ON FINAL IT APPEARED OTTER WAS TURNING L ON TXWY B. I THEN LANDED AT TOUCHDOWN POINT AND TAXIED TO THE L NOTICING THE OTTER HAD TURNED A COMPLETE 180 DEG. I WAS PRACTICALLY OFF THE RWY AS THE OTTER COMPLETED HIS TURN. I WAS TOTALLY AND SAFELY IN CTL AND FELT AT NO TIME IN WAY OR DANGER OF THE OTHER ACFT. AT ONE TIME THERE WERE 4 ACFT IN THE PATTERN. I DIDN'T KNOW THERE WAS A PROB UNTIL I GOT A CALL FROM FAA.
