Narrative:
During flight up to 20 passenger were using cell phones on the aircraft. The flight attendants informed the passenger of the restr use, although they continued to use them. In the cockpit the captain's ILS, radio altimeter, and primary flight display went out during the flight. One of the passenger we caught was mr X sitting in seat XXX. He was not the only one, but the only one we caught. The aircraft took approximately 1 hour delay to replace equipment and test the others. Cell phones are problems on aircraft and passenger do not seem to care about the restrs even when told.
