Narrative:
On apr/xx/97, an area of specialization in ZOA was grossly understaffed in terms of its ATC specialist contingent. The 6 sector, 13 position area was staffed with only 9-10 controllers during the indicated hours (where staffing guidelines indicate 12 are required), resulting in controllers operating under heavy stress and extreme fatigue. This is a chronic problem and will no doubt result in an accident in the near future.
