Narrative:
Captain's landing on runway 29 from an ILS. 300 ft overcast 4000 ft RVR wind 070 degrees/8 KTS. Braking action reported as fair by airport. 1/4 inch snow not plowed on runway 29. We shot the ILS runway 29 with a tailwind. Our performance manual said we could land on runway 29 with a 10 KT tailwind. We touched down and came to a stop with plenty of runway remaining. The runway conditions were definitely poor and that is what I reported runway 29 as. I feel that the airport should have been out there plowing the runway. This snowstorm was not expected and was way past winter. These smaller airports should keep all their equipment out and ready until way into the summer so they can plow in a hurry if need be. Callback conversation with reporter revealed the following information: reporter says no he did not speak to anyone about the problem, not the tower or airport personnel. He feels he should have reported it to his company and may still do so. He said nothing really happened so he did not feel it was necessary to follow up.

Title: BAE3201 FLC LANDS WITH UNRPTED POOR RWY CONDITIONS WITH A TAILWIND. TAILWIND IS WITHIN REGS BUT FLC FELT RWY SHOULD HAVE BEEN PLOWED.
Narrative: CAPT'S LNDG ON RWY 29 FROM AN ILS. 300 FT OVCST 4000 FT RVR WIND 070 DEGS/8 KTS. BRAKING ACTION RPTED AS FAIR BY ARPT. 1/4 INCH SNOW NOT PLOWED ON RWY 29. WE SHOT THE ILS RWY 29 WITH A TAILWIND. OUR PERFORMANCE MANUAL SAID WE COULD LAND ON RWY 29 WITH A 10 KT TAILWIND. WE TOUCHED DOWN AND CAME TO A STOP WITH PLENTY OF RWY REMAINING. THE RWY CONDITIONS WERE DEFINITELY POOR AND THAT IS WHAT I RPTED RWY 29 AS. I FEEL THAT THE ARPT SHOULD HAVE BEEN OUT THERE PLOWING THE RWY. THIS SNOWSTORM WAS NOT EXPECTED AND WAS WAY PAST WINTER. THESE SMALLER ARPTS SHOULD KEEP ALL THEIR EQUIP OUT AND READY UNTIL WAY INTO THE SUMMER SO THEY CAN PLOW IN A HURRY IF NEED BE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAYS NO HE DID NOT SPEAK TO ANYONE ABOUT THE PROB, NOT THE TWR OR ARPT PERSONNEL. HE FEELS HE SHOULD HAVE RPTED IT TO HIS COMPANY AND MAY STILL DO SO. HE SAID NOTHING REALLY HAPPENED SO HE DID NOT FEEL IT WAS NECESSARY TO FOLLOW UP.
