Narrative:
While working as an aircraft inspector for a part 121 airline, xyz, on apr/xx/97, I was required to complete step 6 of job card rtn XXX. This step requires completion of an item condition report and a corrosion prevention and control inspection report. By signing for step 6, as an inspector I am being forced to attest that the corrosion prevention and control inspection report has been completed. The fact is the corrosion prevention and control inspection report is not prepared by a floor level inspector even though by signing the step the report appears to have been prepared by me. At this time I have submitted a maintenance program revision request to correct this problem. This is indicative of the laxity of preparation of the maintenance paperwork and forms that xyz uses to conduct its operations under crash fire rescue equipment 14 part 121. Callback conversation with reporter revealed the following information: the reporter states that when you sign off the work card you sign for accomplishment of the corrosion inspection and the report. This inspection and report is done by management and is not available to the inspector using the work card.

Title: A DC9 UNDERGOING A MAINT CHK ISSUES AN INSPECTOR WORK CARD THAT REQUIRES THE INSPECTOR TO SIGN FOR ACCOMPLISHMENT OF A CORROSION INSPECTION AND RPT NOT DONE BY THE INSPECTOR BUT BY MGMNT.
Narrative: WHILE WORKING AS AN ACFT INSPECTOR FOR A PART 121 AIRLINE, XYZ, ON APR/XX/97, I WAS REQUIRED TO COMPLETE STEP 6 OF JOB CARD RTN XXX. THIS STEP REQUIRES COMPLETION OF AN ITEM CONDITION RPT AND A CORROSION PREVENTION AND CTL INSPECTION RPT. BY SIGNING FOR STEP 6, AS AN INSPECTOR I AM BEING FORCED TO ATTEST THAT THE CORROSION PREVENTION AND CTL INSPECTION RPT HAS BEEN COMPLETED. THE FACT IS THE CORROSION PREVENTION AND CTL INSPECTION RPT IS NOT PREPARED BY A FLOOR LEVEL INSPECTOR EVEN THOUGH BY SIGNING THE STEP THE RPT APPEARS TO HAVE BEEN PREPARED BY ME. AT THIS TIME I HAVE SUBMITTED A MAINT PROGRAM REVISION REQUEST TO CORRECT THIS PROB. THIS IS INDICATIVE OF THE LAXITY OF PREPARATION OF THE MAINT PAPERWORK AND FORMS THAT XYZ USES TO CONDUCT ITS OPS UNDER CFR 14 PART 121. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATES THAT WHEN YOU SIGN OFF THE WORK CARD YOU SIGN FOR ACCOMPLISHMENT OF THE CORROSION INSPECTION AND THE RPT. THIS INSPECTION AND RPT IS DONE BY MGMNT AND IS NOT AVAILABLE TO THE INSPECTOR USING THE WORK CARD.
