Narrative:
We were cleared to descend to 3000 ft and track the runway 4R localizer course. Autoplt on, speed 210 KIAS, passing 3500 ft in descent, established on localizer 15 DME from runway. Approach control advised VFR traffic at 11 O'clock, 2 mi, indicating 3000 ft. TCASII issued TA about the same time, showing target at 10 O'clock, 400 ft below us. First officer (PNF) sighted aircraft, range now about 1 mi, appeared to be a high wing single engine propeller airplane. Captain (PF) sighted aircraft simultaneously with TCASII RA to 'climb, climb.' I disconnected autoplt, stopped descent at 3200 ft, started climb to visually maintain separation. Target passed beneath us (200-300 ft) and could be heard by cabin flight attendants. After TCASII reported 'clear of conflict' we resumed normal approach and landing. During event, controller asked if altitude appeared accurate, first officer advised that 3000 ft seemed correct for intruder.

APCH CTL ADVISED VFR TFC AT 11 O'CLOCK, 2 MI, INDICATING 3000 FT. TCASII ISSUED TA ABOUT THE SAME TIME, SHOWING TARGET AT 10 O'CLOCK, 400 FT BELOW US. FO (PNF) SIGHTED ACFT, RANGE NOW ABOUT 1 MI, APPEARED TO BE A HIGH WING SINGLE ENG PROP AIRPLANE. CAPT (PF) SIGHTED ACFT SIMULTANEOUSLY WITH TCASII RA TO 'CLB, CLB.' I DISCONNECTED AUTOPLT, STOPPED DSCNT AT 3200 FT, STARTED CLB TO VISUALLY MAINTAIN SEPARATION. TARGET PASSED BENEATH US (200-300 FT) AND COULD BE HEARD BY CABIN FLT ATTENDANTS.
