Narrative:

Captain failed to turn center tank fuel boost pumps on, as directed by 'before start' checklist. The tank had 4900 pounds in it. Did not notice that fuel was not burning from center tank until approximately 1 hour from landing. Burned fuel down at that time (placed switches on), but not enough time left in flight to burn to 1000 pounds or less, which is the maximum per aircraft operating limits. Captain elected to land with 1600 pounds still remaining, or 600 pounds over limit. As first officer, I made landing. Landing was uneventful.
