Narrative:
During period of sustained rain, large puddles of water accumulate on runway 21. Air carrier mdt departing runway 21 ran through one of these puddles. Upon first talking with chs departure control, he notified the controller stating that 'the water caught him off guard and that it was a hazard.' this is a well known problem by local ATC management and the AFB with no changes pending.

Title: AN ACR DO328 HIT STANDING PUDDLES OF WATER ON HIS TKOF ROLL AND THE FLC WAS CAUGHT OFF GUARD BY THE ENCOUNTER. THE FLC COMPLAINED TO THE DEP CTLR AND THE RPTR SAYS THIS IS A KNOWN CONDITION AT THIS ARPT.
Narrative: DURING PERIOD OF SUSTAINED RAIN, LARGE PUDDLES OF WATER ACCUMULATE ON RWY 21. ACR MDT DEPARTING RWY 21 RAN THROUGH ONE OF THESE PUDDLES. UPON FIRST TALKING WITH CHS DEP CTL, HE NOTIFIED THE CTLR STATING THAT 'THE WATER CAUGHT HIM OFF GUARD AND THAT IT WAS A HAZARD.' THIS IS A WELL KNOWN PROB BY LCL ATC MGMNT AND THE AFB WITH NO CHANGES PENDING.
