An air carrier DC9 flight crew was unable to raise the landing gear handle after takeoff so they returned to the airport after burning down to landing weight. After repairs, they repeat the same process after which the flight is canceled.

Narrative:
On takeoff from yhz, unable to raise landing gear handle. Burned fuel off to reduce landing weight and returned to yhz for ILS approach to runway 24. Nose gear strut svced by local and company maintenance personnel (air-ground switch is on nose gear strut on DC9's). Second takeoff with same results. Same return to yhz. Aircraft towed to hangar for further work.

Narrative: ON TKOF FROM YHZ, UNABLE TO RAISE LNDG GEAR HANDLE. BURNED FUEL OFF TO REDUCE LNDG WT AND RETURNED TO YHZ FOR ILS APCH TO RWY 24.
