Narrative:

Aircraft was cleared to cross bucks at 8000 ft from 14000 ft at 210 KTS. Due to the strong tailwinds and distance, we ended up crossing at 9000 ft even with #2 and #3 engines in reverse to aid in descent. Corrective action: I should have slowed more and we should have been cleared to 8000 ft sooner, due to the ground speed which was high due to the high winds. Also, think that some ATC people are not aware that DC8's do not have in-flight spoilers to aid in dscnts.
