Narrative:
About 2 1/2 yrs ago the hold short lines were repainted at the edge of the taxiway making it necessary to hold on the adjacent taxiway to be clear of the runway. Previously it was possible to clear the runway and simultaneously hold short of the taxiway -- this is no longer possible. Now, if it is necessary for tower to 'hold' an aircraft short of the taxiway for ground traffic already on the taxiway, the subsequent landing or departing aircraft must 'go around' or 'hold in position' as appropriate until the first aircraft clears the runway. (See aim paragraph 2- 3-5(a)(1) and pilot/controller glossary 'clear of runway' -- (B) and (C).) because we cannot predict where an aircraft will exit the runway reference an aircraft already on the taxiway, no amount of preplanning can effectively prevent these 'last min' control instructions. As a pilot, I am worried that executing these sudden and unexpected changes, more often, to prevent an imminent situation, may lead to disaster for someone! Corrective action: for everyone's safety -- move hold short lines back to where they were!

Title: C172 PLT RPTS AN ARPT PROB AT MESA, AZ. CITES HOLDING LINES AT TXWY RWY ARE TROUBLESOME FOR DEP AND ARR TFC. WOULD LIKE THE LINES REPAINTED AS OF 3 YRS AGO.
Narrative: ABOUT 2 1/2 YRS AGO THE HOLD SHORT LINES WERE REPAINTED AT THE EDGE OF THE TXWY MAKING IT NECESSARY TO HOLD ON THE ADJACENT TXWY TO BE CLR OF THE RWY. PREVIOUSLY IT WAS POSSIBLE TO CLR THE RWY AND SIMULTANEOUSLY HOLD SHORT OF THE TXWY -- THIS IS NO LONGER POSSIBLE. NOW, IF IT IS NECESSARY FOR TWR TO 'HOLD' AN ACFT SHORT OF THE TXWY FOR GND TFC ALREADY ON THE TXWY, THE SUBSEQUENT LNDG OR DEPARTING ACFT MUST 'GAR' OR 'HOLD IN POS' AS APPROPRIATE UNTIL THE FIRST ACFT CLRS THE RWY. (SEE AIM PARAGRAPH 2- 3-5(A)(1) AND PLT/CTLR GLOSSARY 'CLR OF RWY' -- (B) AND (C).)
