Narrative:

Our flight was north of jvl inbound for ord at FL250. We just received instructions to hold then further instructions to descend to FL240. The entry was being set up as well as discussions on fuel remaining/alternates when the altitude warning sounded at FL237. Corrective action to climb was immediately initiated. ZAU asked our altitude at which time we were back to FL240 and reported. They said they showed FL236 immediately followed by concurrence at FL240. Cockpit workload was high in IMC. Backing up the PF during leveloff did not occur.
