Narrative:

My aircraft was eastbound on V20 for landing at msy. I had been cleared to enter class B airspace, and instructed to descend to 3000 ft. My cruising altitude had been 9500 ft. Upon reaching 5000 ft, I was advised of traffic at 12 O'clock, 8 mi, 4200 ft and climbing. I advised approach that I would level at 5000 ft until this conflict was resolved. The WX was VMC but hazy, with scattered clouds below 5000 ft. Within about 1 min of advisory #1, I was given a turn from my inbound heading of 095 degrees to 180 degrees (right turn) for traffic avoidance. Upon passing through about 120 degrees, the conflicting traffic passed just behind me at my altitude. Remainder of approach and landing was uneventful. Upon landing, I telephoned approach control and discussed the event. I estimate my distance from center of class B to have been about 25 mi at time of first TA.

Title: A PA24 VFR INBOUND TO MSY WAS GIVEN TA BY APCH CTLR ON A VFR UNKNOWN ACFT CLBING OPPOSITE DIRECTION. THE PA24 DID NOT SEE THE TFC AND STOPPED HIS DSCNT AT 5000 FT FOR THE UNKNOWN TFC. SUBSEQUENTLY THE APCH CTLR GAVE THE PA24 A TURN TO AVOID THE OTHER ACFT AND DURING THE TURN THE PA24 SAW THE OTHER ACFT PASS WITHIN 200 FT BEHIND HIS ACFT. RPTR DISCUSSED THE INCIDENT WITH THE TRACON UPON LNDG.

I ESTIMATE MY DISTANCE FROM CTR OF CLASS B TO HAVE BEEN ABOUT 25 MI AT TIME OF FIRST TA.
