Narrative:

I was VFR at about 1400 ft MSL approximately 7 mi ese of tmb. I was still on tower frequency (118.9). I was turning back to the west to return to tmb when I saw a twin commanche very close. I maneuvered to the southwest and the twin commanche maneuvered to the northeast. I commented to the tower that there was no advisory or warning to either aircraft and that we were pretty close. The commanche pilot said he had me in sight. I don't recall the tower's response, if any. The commanche was, obviously, also on tower frequency. I don't know if the controller was a trainee, but I cannot understand the lack of an advisory. I believe the commanche had just taken off from tmb.

Title: NMAC BTWN A BIPLANE IN CRUISE FLT 7 MI FROM A CTLED ARPT, AND UNDERNEATH CLASS B AIRSPACE, AND A PIPER TWIN COMMANCHE, PA30, CLBING OUT FROM THE CTLED ARPT. EACH ACFT TOOK EVASIVE ACTION TURN AWAY FROM EACH OTHER.

Narrative: I WAS VFR AT ABOUT 1400 FT MSL APPROX 7 MI ESE OF TMB. I WAS STILL ON TWR FREQ (118.9). I WAS TURNING BACK TO THE W TO RETURN TO TMB WHEN I SAW A TWIN COMMANCHE VERY CLOSE. I MANEUVERED TO THE SW AND THE TWIN COMMANCHE MANEUVERED TO THE NE. I COMMENTED TO THE TWR THAT THERE WAS NO ADVISORY OR WARNING TO EITHER ACFT AND THAT WE WERE PRETTY CLOSE. THE COMMANCHE PLT SAID HE HAD ME IN SIGHT. I DON'T RECALL THE TWR'S RESPONSE, IF ANY. THE COMMANCHE WAS, OBVIOUSLY, ALSO ON TWR FREQ. I DON'T KNOW IF THE CTLR WAS A TRAINEE, BUT I CANNOT UNDERSTAND THE LACK OF AN ADVISORY. I BELIEVE THE COMMANCHE HAD JUST TAKEN OFF FROM TMB.
