Narrative:
Climbing after takeoff from runway 8 on a 060 degree heading. Restr to 13000 ft. Picked up fairly heavy chop so I had the first officer call the flight attendant and ask them to stay seated. He tried the door 1L mode interphone, but it wouldn't work. Fumbled around a bit and then just made an announcement. Meanwhile, I was talking to center to tell them we were going to maintain 280 KTS until clear of turbulence (while I was hand flying). Missed the leveloff and went to 13340 ft. Went back to 13000 ft immediately and ATC queried our altitude as I was leveling. He said there was traffic at 14000 ft inbound from northeast. 1) I was hand flying because I needed the time on reserve and have only flown once in 3 months. I asked for a trip 3 weeks ago and was told the vice president flight operations has a policy that reserves can't displace line holders. 2) should have put the autoplt on for the leveloff protection if I was going to talk to ATC. 3) should have told the first officer to just make an announcement and not fool around so he would have been available for backup duty. 4) my scan is weak now with all the time between trips. I will have to work on just the basics again. This is the first time in 30 yrs I have had to beg for a trip!

Title: WDB ACFT ON CLBOUT, TURB, RPTR CAPT HAND FLYING FOR PROFICIENCY OVERSHOT ASSIGNED ALT BY 340 FT.
Narrative: CLBING AFTER TKOF FROM RWY 8 ON A 060 DEG HDG. RESTR TO 13000 FT. PICKED UP FAIRLY HVY CHOP SO I HAD THE FO CALL THE FLT ATTENDANT AND ASK THEM TO STAY SEATED. HE TRIED THE DOOR 1L MODE INTERPHONE, BUT IT WOULDN'T WORK. FUMBLED AROUND A BIT AND THEN JUST MADE AN ANNOUNCEMENT. MEANWHILE, I WAS TALKING TO CTR TO TELL THEM WE WERE GOING TO MAINTAIN 280 KTS UNTIL CLR OF TURB (WHILE I WAS HAND FLYING). MISSED THE LEVELOFF AND WENT TO 13340 FT. WENT BACK TO 13000 FT IMMEDIATELY AND ATC QUERIED OUR ALT AS I WAS LEVELING.
