This situation occurs frequently and after working for the FAA for 15 yrs I can only expect the situation to continue until several people are dead from a pilot landing on top of another aircraft during a runup on runway 4/22.

Title: RPTED SIT IN WHICH AN FBO ACFT ENTERED RWY 4-22 WITHOUT CLRNC TO PERFORM A RUNUP. RPTR STATED THIS OCCURS FREQUENTLY AND WILL CONTINUE UNTIL AN ARR ACFT LANDS ON TOP OF ONE DOING A RUNUP ON THE RWY.
Narrative: THIS SIT OCCURS FREQUENTLY AND AFTER WORKING FOR THE FAA FOR 15 YRS I CAN ONLY EXPECT THE SIT TO CONTINUE UNTIL SEVERAL PEOPLE ARE DEAD FROM A PLT LNDG ON TOP OF ANOTHER ACFT DURING A RUNUP ON RWY 4/22.
