Narrative:

During descent to cross banni intersection at 11000 ft, at least 5 aircraft attempted to contact ZMP to no avail. At approximately 15000 ft our flight was instructed to stop descent at 12000 ft. At 12000 ft we observed traffic on TCASII 1000 ft below as we slowed to 250 KTS (as instructed). Center inquired as to our reception of their xmissions which were loud and clear. I believe during our descent a traffic conflict developed along with a communication (transmission) problem with ZMP. Had this problem not been resolved prior to us descending to our original clearance altitude, a potential traffic conflict would have resulted.

Title: MLG ACFT DURING DSCNT LOST RADIO CONTACT WITH CTR AS DID OTHER ACFT. WHEN CTLR BACK ON THE AIR CLRED RPTR ACFT TO LEVEL AT HIGHER ALT DUE TO TFC CONFLICT.

Narrative: DURING DSCNT TO CROSS BANNI INTXN AT 11000 FT, AT LEAST 5 ACFT ATTEMPTED TO CONTACT ZMP TO NO AVAIL. AT APPROX 15000 FT OUR FLT WAS INSTRUCTED TO STOP DSCNT AT 12000 FT. AT 12000 FT WE OBSERVED TFC ON TCASII 1000 FT BELOW AS WE SLOWED TO 250 KTS (AS INSTRUCTED). CTR INQUIRED AS TO OUR RECEPTION OF THEIR XMISSIONS WHICH WERE LOUD AND CLR. I BELIEVE DURING OUR DSCNT A TFC CONFLICT DEVELOPED ALONG WITH A COM (XMISSION) PROB WITH ZMP. HAD THIS PROB NOT BEEN RESOLVED PRIOR TO US DSNDING TO OUR ORIGINAL CLRNC ALT, A POTENTIAL TFC CONFLICT WOULD HAVE RESULTED.
