Narrative:
I was leveling from climb at 4000 ft. Traffic inbound was showing +700 ft on TCASII then +600 ft, he should have been level at 4500 ft. Then I got a TCASII RA that said climb. I assumed he was getting a descent so I did what TCASII said and climbed. He stayed level at 4500 ft. I climbed and went over the top of him at approximately 4650 ft. I don't mind discussing this further if you would like to call me. Thank you.

Title: LGT ACFT DURING CLB OBSERVED TFC ON TCASII. AS TFC CAME CLOSER AND RA ON TCASII, RPTR CAPT FOLLOWED TCASII AND FLEW OVER TOP OF INTRUDER ACFT.
Narrative: I WAS LEVELING FROM CLB AT 4000 FT. TFC INBOUND WAS SHOWING +700 FT ON TCASII THEN +600 FT, HE SHOULD HAVE BEEN LEVEL AT 4500 FT. THEN I GOT A TCASII RA THAT SAID CLB. I ASSUMED HE WAS GETTING A DSCNT SO I DID WHAT TCASII SAID AND CLBED. HE STAYED LEVEL AT 4500 FT. I CLBED AND WENT OVER THE TOP OF HIM AT APPROX 4650 FT.
