Narrative:
Cpr jet is en route from tol to jln. I am working sector 31 ultra high which has jurisdiction over altitudes FL370 and above. Approximately 140 mi east of jln, cpr jet was issued descent clearance to FL310. States because of fuel considerations he is hardly able to accept that. At no time, in subsequent discussions, did cpr jet state minimum fuel or fuel emergency. After 2 mins and 30 seconds, cpr jet was instructed to maintain FL390. In addition, cpr jet was issued holding instructions until aircraft is able to accept lower. Cpr jet was able to accept lower and allowed the resume normal navigation. On may/xa/97 the pilot of cpr jet calls ZKC quality assurance office to complain about poor handling of his flight on apr/xx/97. The controller states this is a pilot deviation because of non compliance to descent clearance. The investigation surrounding this situation is ongoing and could result in disciplinary action.

Title: ARTCC RADAR CTLR ISSUED A DSCNT CLRNC TO FL310 TO A CPR JET INBOUND TO JLN. THE CPR JET REFUSED THE CLRNC BECAUSE OF FUEL CONSIDERATIONS, BUT NO MINIMUM FUEL DECLARATION WAS MADE. THE CTLR THEN ISSUED A DSCNT CLRNC TO FL390 AND HOLDING AT A FIX UNTIL THE ACFT COULD ACCEPT LOWER. SUBSEQUENTLY THE ACFT ACCEPTED LOWER AND CONTINUED TO JLN. 5 DAYS LATER THE CPR CAPT CALLED THE ARTCC AND COMPLAINED ABOUT ATC HANDLING. INVESTIGATION NOW TAKING PLACE.
