Narrative:

Called by flight school owner to assist in a 100 hour annual. I would be supervised by an ia, already present. Upon arrival, ia had departed. Owner asked me to complete items not finished by ia. Tomorrow ia would return and complete inspection of items not completed by me. The next day I returned. Ia had not arrived. I finished all items, save those done by ia. I was asked to sign off inspection. Items done by ia had to be assumed performed: logbook review and airworthiness directive search on aircraft, engine inspection. After inspection learned of previous maintenance and airworthiness directives not performed on aircraft from flight instructors. Did not see or meet ia to question these areas. Also learned of repairs done to accessory section of engine not clearly stated in logbook. Signed off annual/100 hour on the word of aircraft owner that engine, airworthiness directive search, and logbook condition were up to standards.

Title: A PIPER PA28 WHILE UNDERGOING A 100 HR CHK HAD INSPECTION ITEMS AND AIRWORTHINESS DIRECTIVES ENTERED IN THE LOGBOOK BY AN UNAUTH MECH.

Narrative: CALLED BY FLT SCHOOL OWNER TO ASSIST IN A 100 HR ANNUAL. I WOULD BE SUPERVISED BY AN IA, ALREADY PRESENT. UPON ARR, IA HAD DEPARTED. OWNER ASKED ME TO COMPLETE ITEMS NOT FINISHED BY IA. TOMORROW IA WOULD RETURN AND COMPLETE INSPECTION OF ITEMS NOT COMPLETED BY ME. THE NEXT DAY I RETURNED. IA HAD NOT ARRIVED. I FINISHED ALL ITEMS, SAVE THOSE DONE BY IA. I WAS ASKED TO SIGN OFF INSPECTION. ITEMS DONE BY IA HAD TO BE ASSUMED PERFORMED: LOGBOOK REVIEW AND AIRWORTHINESS DIRECTIVE SEARCH ON ACFT, ENG INSPECTION. AFTER INSPECTION LEARNED OF PREVIOUS MAINT AND AIRWORTHINESS DIRECTIVES NOT PERFORMED ON ACFT FROM FLT INSTRUCTORS. DID NOT SEE OR MEET IA TO QUESTION THESE AREAS. ALSO LEARNED OF REPAIRS DONE TO ACCESSORY SECTION OF ENG NOT CLRLY STATED IN LOGBOOK. SIGNED OFF ANNUAL/100 HR ON THE WORD OF ACFT OWNER THAT ENG, AIRWORTHINESS DIRECTIVE SEARCH, AND LOGBOOK CONDITION WERE UP TO STANDARDS.
