Narrative:

Inbound to detroit on the cetus arrival. Late descent by ATC out of 11000 ft. Advised to expect visual to runway 21L and short approach. Directed to turn left with about an 8 mi base. Cleared visual approach to runway 21L. I had detroit metropolitan visually and during the process of intermittently xchking instruments and looking outside, I inadvertently locked visually onto willow run which is about 8 mi west of detroit metropolitan. This resulted in overshooting the approach to runway 21L and ending up almost on top of the approach to runway 21R. Tower called and advised us that there was an aircraft 1000 ft below us, and asked if we needed a vector back to runway 21L. I had regained positional awareness just prior to the radio call by tower and had begun a left turn back for runway 21L. The subsequent visual approach and landing to runway 21L were uneventful. No TCASII alerts occurred. Also, the captain never provided any constructive input. Bottom line -- a severely clear day does not guarantee total situation awareness.

Title: DC9 FO FAILS TO MAKE THE TURN ONTO THE RWY 21L LOC DURING A VISUAL APCH AT 5000 FT. HE HAD 'FIXATED' ON WILLOW RUN ARPT AND FAILED TO NOTE THE LOC COURSE NEEDLE'S ACTIVATION. THE PIC WASN'T EVEN 'ONBOARD.' CREW CONCEPT WAS OUT THE WINDOW.

I HAD REGAINED POSITIONAL AWARENESS JUST PRIOR TO THE RADIO CALL BY TWR AND HAD BEGUN A L TURN BACK FOR RWY 21L. THE SUBSEQUENT VISUAL APCH AND LNDG TO RWY 21L WERE UNEVENTFUL. NO TCASII ALERTS OCCURRED. ALSO, THE CAPT NEVER PROVIDED ANY CONSTRUCTIVE INPUT. BOTTOM LINE -- A SEVERELY CLR DAY DOES NOT GUARANTEE TOTAL SIT AWARENESS.
