Narrative:

Were on UA301 heading south towards kingston. Due to WX we had to turn around back to mia at FL270. While coordinating an altitude change to FL260 or FL280 with both havana and kingston center, we were cleared to FL280, direct to usr. When completing the turn back north, first officer noticed another airplane fly by our airplane. Type of other aircraft unknown. Right now, there is no regulation requiring part 121 cargo aircraft to have TCASII. TCASII would have definitely helped us see this aircraft in the clouds.

Title: DC8 FREIGHTER HAS NMAC WITH UNKNOWN TYPE ACFT AT FL280. DC8 HAD REVERSED COURSE ACCOUNT WX AHEAD AND CLBED TO FL280 FROM FL270 IN ACCORD WITH ATC CLRNC. AN APPARENT PROB OF COORD BTWN MKJK AND MUHA ARTCC.

WHILE COORDINATING AN ALT CHANGE TO FL260 OR FL280 WITH BOTH HAVANA AND KINGSTON CTR, WE WERE CLRED TO FL280, DIRECT TO USR. WHEN COMPLETING THE TURN BACK N, FO NOTICED ANOTHER AIRPLANE FLY BY OUR AIRPLANE. TYPE OF OTHER ACFT UNKNOWN. RIGHT NOW, THERE IS NO REG REQUIRING PART 121 CARGO ACFT TO HAVE TCASII. TCASII WOULD HAVE DEFINITELY HELPED US SEE THIS ACFT IN THE CLOUDS.
