Narrative:

Due to non standard phraseology from ground control plus how the departure ends of runways 23 and 28 at cle are confusing, I understood my clearance to taxi up to and hold short of runway 23L cleared me up to the hold short for runway 23L. I guess the hold short line is the same for both runways and I taxied just past the line when we noticed a landing B737 on runway 28. The B737 landed without event. I hear of this happening all the time! Something needs to be done now! Callback conversation with reporter revealed the following information: the reporter uses the commercial approach charts and had available the 'airport page' for taxi reference. This page has an inset that shows the very convoluted intersection of runways 23L, 23R, and 28 and their associated txwys. No hold short line is depicted for any of the runways. The reporter does not recall the non standard phraseology that the ground controller used. The reporter will call this incident in to the FAA hotline. He has not heard anything yet from the FAA on this.
