Narrative:
We received a bomb threat while starting engines at lpb. I elected to evacuate/evacuation the aircraft through forward entry door. The flight attendants helped and all was going well until country manager, mr X, started yelling at the bottom of the steps for everyone to get back on the aircraft. He did not confer with me at all and tried to change an order I had given. This caused mass confusion with the passenger. People were trying to get on and off at the same time, causing a very unsafe situation. This country manager had no authority/authorized to countermand a lawful order given by the captain. This man has the mistaken idea that the aircraft belongs to him, which is not the case. This problem should be thoroughly looked into and mr X informed of who is in charge of the aircraft when passenger are aboard.

Title: FLC OF B757 NOTIFIED OF BOMB THREAT ON FLT. CAPT ORDERS PAX OFF THE ACFT. A COUNTRY MGR ORDERS PAX BACK ON THE ACFT. CONFUSION RESULTS.
Narrative: WE RECEIVED A BOMB THREAT WHILE STARTING ENGS AT LPB. I ELECTED TO EVAC THE ACFT THROUGH FORWARD ENTRY DOOR. THE FLT ATTENDANTS HELPED AND ALL WAS GOING WELL UNTIL COUNTRY MGR, MR X, STARTED YELLING AT THE BOTTOM OF THE STEPS FOR EVERYONE TO GET BACK ON THE ACFT. HE DID NOT CONFER WITH ME AT ALL AND TRIED TO CHANGE AN ORDER I HAD GIVEN. THIS CAUSED MASS CONFUSION WITH THE PAX. PEOPLE WERE TRYING TO GET ON AND OFF AT THE SAME TIME, CAUSING A VERY UNSAFE SIT. THIS COUNTRY MGR HAD NO AUTH TO COUNTERMAND A LAWFUL ORDER GIVEN BY THE CAPT. THIS MAN HAS THE MISTAKEN IDEA THAT THE ACFT BELONGS TO HIM, WHICH IS NOT THE CASE. THIS PROB SHOULD BE THOROUGHLY LOOKED INTO AND MR X INFORMED OF WHO IS IN CHARGE OF THE ACFT WHEN PAX ARE ABOARD.
