Narrative:

Pre-filed IFR from sfo to modesto. Cleared to taxi runway 28R via taxiway C. Raining, fair to poor visibility. No sign designating taxiway C when exiting FBO. Taxiing slowly and double-checking shoreline 9 departure. Runways 28R and 28L active runways this am. Taxied onto runway 28R at taxiway K. When on runway 28R (active runway) saw passenger jet on threshold other end facing me. Realized I was on runway 28R and not taxiway C. Headed straight away to taxiway east (next exit east of taxiway K) and simultaneously heard ground control say: 'turn left at taxiway.' (this was taxiway east.) when on taxiway east and off runway 28R, passenger jet that was apparently cleared for takeoff runway 28R was already off the ground at least 2000 ft ahead of me. By the time passenger jet was at taxiway east, I estimate at 400-600 ft above ground. Factors affecting quality of performance: first time in 5 yrs this pilot given shoreline 9 departure. Some degree of inattention to taxiing while double-checking shoreline departure. Contributing factors: 1) fair-poor ground visibility: raining, 2) no sign designating taxiway C, 3) small on-the-ground designating sign for runway 28R, and 4) ? No warning from tower that I had crossed taxiway C and was heading to runway 28R. I think it was a combination of factors that caused this incident: partly this pilot's inattention, rain and poor visibility, no sign for taxiway C.

I THINK IT WAS A COMBINATION OF FACTORS THAT CAUSED THIS INCIDENT: PARTLY THIS PLT'S INATTENTION, RAIN AND POOR VISIBILITY, NO SIGN FOR TXWY C.
