Narrative:
Inbound to the martinsburg airport to do touch-and-goes I reported my position of 10 mi northeast of the airport. I was instructed by the controller to report a 2 mi right base for runway 26 and also given the current altimeter setting. LORAN was being used for navigation. At 2.8 mi out from the airport, according to the LORAN and 2100 ft MSL, the other aircraft was spotted making a right turn and coming out from underneath my left wing. I do not remember being advised of the other plane in the area who was also doing touch-and-goes. Since I was in a low wing plane, I believe my right wing kept me from making visual contact. I believe if both pilots of the 2 aircraft were more vigilant and an advisory from the tower was made, the incident may not have happened. Also, if pilotage was used by me, I may have reported my base leg sooner. Supplemental information from acn 371196: piper arrow was instructed to report 2 mi right base for runway 26. C130 in right closed traffic was turning base when arrow overflew right base above C130 at 500 ft. Both aircraft landed without further event.

Title: A PIPER ARROW HAS AN NMAC WITH A C130 HERCULES IN THE TFC PATTERN AT MRB, WV.
Narrative: INBOUND TO THE MARTINSBURG ARPT TO DO TOUCH-AND-GOES I RPTED MY POS OF 10 MI NE OF THE ARPT. I WAS INSTRUCTED BY THE CTLR TO RPT A 2 MI R BASE FOR RWY 26 AND ALSO GIVEN THE CURRENT ALTIMETER SETTING. LORAN WAS BEING USED FOR NAV. AT 2.8 MI OUT FROM THE ARPT, ACCORDING TO THE LORAN AND 2100 FT MSL, THE OTHER ACFT WAS SPOTTED MAKING A R TURN AND COMING OUT FROM UNDERNEATH MY L WING. I DO NOT REMEMBER BEING ADVISED OF THE OTHER PLANE IN THE AREA WHO WAS ALSO DOING TOUCH-AND-GOES. SINCE I WAS IN A LOW WING PLANE, I BELIEVE MY R WING KEPT ME FROM MAKING VISUAL CONTACT. I BELIEVE IF BOTH PLTS OF THE 2 ACFT WERE MORE VIGILANT AND AN ADVISORY FROM THE TWR WAS MADE, THE INCIDENT MAY NOT HAVE HAPPENED.
